How do you use the caret (^) symbol in a yql statement

I have a http statement

<http://query.yahooapis.com/v1/public/yql?q=select%20>*%20from%20html%20where%20url%3D%22http%3A%2F%2Ffinance.yahoo.com%2Fq%3Fs%3D^FTSE%22%20and%20xpath%3D%27%2F%2Fdiv%5Bcontains(%40id%2C%22ecn_warning%22)%5D%27&format=json&env=store%3A%2F%2Fdatatables.org%2Falltableswithkeys&callback=

If I run this statement I get error

"Invalid URL <http://finance.yahoo.com/q?s=>^FTSE: Illegal character in query at index 29: <http://finance.yahoo.com/q?s=>^FTSE"

I have replaced the ^FTSE with %5EFTSE and it still throws this error

Does anyone know how to get this to work.
