  1. What is the difference between PlaceDetails and LocalScope?

    The LocalScope element contains a subset (preferably just one) of places that best describe the location context for the input document, based on the number and granularity of place references found in the document. The PlaceDetails element contains a list of all distinct places mentioned in the input document. The PlaceDetails element may contain places not mentioned in the LocalScope element.
