r3 translation delete location

Removes the translation, if it is found at the specified
location. If the translation is found at a parent level in the
inheritance chain of locations, the operation will fail but will
indicate the found location. For example, if translation was set at
cheese/fr/generic and delete was attempted at a
child location, the output would look like this:
ERROR: source term not found at cheese/ca/generic (found at parent location cheese/fr/generic)
The user can then delete the translation from
cheese/fr/generic after checking that no other
child locations use it.
