For various Mail API commands we occasionally receive:

{"result":null,"error":{"message":"Error opening mailbox.","detail":{"customerCareInfo":{"errorCode":"2"}},"code":"Server.MailboxOpenFailed"}}

The mailbox is always the inbox or bulk folder, so its not a non-existent mailbox or anything. Does this pertain to rate limiting or is this a type of general system error?
