DownloadAttachment - not available for non-premium accounts????

Hello,i found this link: http://developer.yahoo.com/mail/account_types.html

 in non-premium account APIs list the DownloadAttachment/UploadAttachment not included, is that mean non-premium users can't access these APIs/methods.
