How can I get a partner ID and shared secrets from Yahoo!?

As I know, yahoo! provide something called "Yahoo! Mobile Third-Party Server Authentication", and I found this in one document:

"This document explains how mobile-device applications integrate with Yahoo! security and login services
through server-to-server authentication--where the client device communicates directly with the partner's
server, which in turn communicates with Yahoo! servers. It provides general guidelines; applications have
different security requirements and must be considered individually. Approval of an application requires a
review of its design and implementation, both in the initial stages of integration and immediately beforelaunch."

So, if I want to use this, how can I get the parted ID and shared secrets mentioned from Yahoo! then?
