Pattern Library: Collection of Ideas vs. Complete Toolkit

Hi Pattern people

Most Pattern Librarys one can find on the web are more or less 'sparse' collections of best practices one might find usefull.
But we (a UCD team for development of a specific in-house application) are currently trying to standardize our internal GUI design and make shure our user research makes it into the final design by building a pattern library that can be used as the one and only toolkit, a binding ruleset for analysts or whomever drafts GUIs.

I was wondering if some of you have experience with something similar. Has this been done before? Is there more information about this type of pattern library that could be interesting for us.

    I would tread carefully. I have seen several attempts to do this fail by having more strictness than buy-in.

    We take buy-in very seriously and the pattern library itself is being structured by applying a UCD process (the users being our analysts who do the GUI specification and will use the patterns). We are especially looking at how to provide access to the pattern library to adapt it in the best possible way to the requirement engineering process and make it accessible from inside our prototyping tools.
    Concerning strictness: Do you think a 'prescriptive' pattern library is stricter than a style guide that has to be followed?
