loading browser plus

Hi, I am trying to download browser plus but when I hit run on the second dialog box and the yahoo downloader starts loading, it loads 1% and then flashes an error message and closes quickly. I can't read the error message because i lose it too quickly.

I live in Dubai, could this be the reason it doesn't load?
