This was an issue in a previous version of browserplus.
To resolve the issue: You should be able to uninstall browserplus (start -> Program Files -> BrowserPlus -> Uninstall BrowserPlus).
Then you can optionally install again via the "Attach Files More Easily" link in mail.
If that doesn't work for you, please visit
http://browserplus.org/diagnose - click "Start Diagnostics" then paste the first 100 lines or so here in the forum. From that we should be able to figure out exactly what's going wrong.
