This is the answer I got, but I still could not get it to work so uninstalled BrowserPlus and just use attach at the top not at the bottom.

If you are attempting to attach files by clicking on "ATTACH" button at
the bottom left corner of compose window, you are using our enhanced
attachment tool, called Yahoo! Browser Plus. Yahoo! BrowserPlus is an
open source platform that extends the capabilities of your web browser
to make richer web experiences possible.
I. Please make that you are using an operating system and browser that
supports the BrowserPlus add-on.
Supported operating systems and browsers are:
Mac OS X 10.4, Tiger (Intel only)
Mac OS X 10.5, Leopard (Intel only)
- Supported browsers are Firefox 2 & 3 and Safari 3
Windows XP
Windows Vista
Windows 7
- Supported browsers are IE 6, 7 & 8, Firefox 2 & 3, Safari 3 & 4 and
Google Chrome
II. Uninstall the BrowserPlus Add-on
1. Log out of Mail by clicking the "Sign Out" link by your name in the
upper-left of the Mail Page.
2. Close your browser.
3. Uninstall BrowserPlus. You can uninstall using the "BrowserPlus
Configuration Panel".

Macintosh OS:
A. On a Macintosh go to "System Preferences", select the "BrowserPlus
Configuration Panel".
B. Click on "Uninstall BrowserPlus..."

Windows OS:
A. On Windows you can find both "Configure BrowserPlus" and "Uninstall
BrowserPlus" Panels in "Program Files" -> "BrowserPlus".
B. Click on "Uninstall BrowserPlus"
C. Confirm that you want to uninstall.
NOTE: You can also remove BrowserPlus from Windows from the "Add/Remove
Programs" control panel.
4. Launch your Browser and log into Mail at:
http://uk.mail.yahoo.comYou will be able to continue to attach files in the normal manner.

If you are attempting to attach files by clicking on ATTACH button at
the above your compose window (near the SEND button), please follow the
below troubleshooting steps:
I've found that this can most often be resolved by checking your browser
add-ons or your network security software, another possibility is that
it's an issue with your router model.
I. Temporarily disable Anti-Virus/Anti-spy and firewall Products:

Maybe one of your security applications, such as your antivirus,
anti-spyware, or firewall products, is causing a problem with your
Yahoo! Mail. To see if this is the problem, please temporarily disable
your security software to see if the issue goes away.
1. For most security software products, you can right-click on the
security software icon in the bottom right-hand corner of your screen,
by the system clock. This will usually pop up a menu with "Preferences"
or "disable" as an option.
2. Try to change one of those options to see if the issue goes away.
PLEASE NOTE: In some cases, you might not be able to completely disable
the security software. The directions for each security software package
differ from vendor to vendor. If you need help, please get in touch with
your security software vendor or computer Help desk.
II. Disable Internet browser Add-Ons/Plug Ins:

Toolbars, News or Stock Tickers, Instant Messaging, Weather alerts,
Email alerts, Anti-virus/Anti-spy or Games
If you're running FireFox:
1. From the "Tools" menu, select "Add-ons" or "Extensions" depending on
your version.
2. Disable or uninstall extensions found here.
3. Click "OK."
4. Close and relaunch your Internet browser.
NOTE: Once a FireFox extension has been uninstalled, you can reinstall

I have tried in Firefox and Internet Explorer and I cannot upload
