Fix the project creation/API Key Generation Form

I haven't been able to create a project. When I try, I get: 
API Key Creation Failed
There was an internal error that caused a failure over here. Please try again.

I have tried under two yahoo accounts, in Windows and in Mac. I have read the many forum posts and the few possible solutions to this. None work. I am not the only one having this problem. Search the forums for "API key creation failed." This issue dates back years, and you'll see a number of people who have posted in the last 24 hours about it.

Fix this. You are losing business, Yahoo. You are unstable, and who wants to develop for/with an unstable, poorly supported platform?
