API Usage CSV empty and possibly truncated

Which API are you using?

I'm using YQL to obtain weather forecasts like this:

select * from weather.bylocation where location = 'whatever'

Doesn't YQL count towards the API limit?
Is there another way to get the current usage of YQL queries?

The Weather table is an open table so we don't officially support it.  I'll leave your question in case someone from the community knows the answer though.
