Ul'Yanovsk, Russia lacks WOEID

The result of query:
http://where.yahooapis.com/geocode?q=Ul%27Yanovsk,RU&appid=(appid)
Returns a town object that doesn't have any woeid.
The reverse geocode request gives similar result:
http://where.yahooapis.com/geocode?q=54.3333,48.4&gflags=R&appid=(appid)
Still no WOEID.
 
There is an object for Ul'yanovsk in the database:
WOEID=2100018
but it is never returned by placefinder API.
