Returning neighbourhoods- not in Rome?

If you take a look at:

http://where.yahooapis.com/geocode?locatio...GX&gflags=A

You'll see that the level 4 neighbourhood is not returned. It is returned in various other places I've tried (US, France) and I was wondering if anyone knows why it isn't in Rome? I'm assuming there's a good reason, but I want to be able to predict what will and will not be returned worldwide.

    glfags=A only works for US neighborhoods.
