Geocoding API returns completely different results in Firefox and IE9

I realized I put this in the wrong forum.

The URL

http://where.yahooapis.com/geocode?location=1330+O'+HAGEN+ST++52001&flags=C&count=1

Returns completely different results in IE9.  And the unicode character that it is returning causes problems.  Two questions:

1. Why are the results different in IE9 than in Firefox or Chrome?

2. Is there any way to keep it from returning unicode?

3. Why does the IE9 version ignore the flags=C and count=1?
