To test Oauth in localmachine.

Hi,
My actual aim is to create an POC for integrating my web application with Oauth .
Currently I dont own any website but I have java based application in my local machine. Is it possisble to simulate Oauth in local machine with the help of any add or etc.,

 Any help on this will be appreciated.
