getting 403 forbidden message

We were running a batch of addresses, as soon as we received back the XML, we sent out a new http: request.
After about 200 requests, it went into the 403 forbidden mode. We were no where near the 5000 request limit.
If I sent a request using our appid from another IP, it went through fine, so the appid is valid.

Does Yahoo block an IP if it gets too many requests over a certain time period (regardless of whether it hits the 5000 mark?)

    I saw in another area that there is a limit of 1 hit per second up to 5000 per day.

    How long does it take for the IP to be allow again, after there is more than 1 / second?
