Yahoo Local Listing API(Register business via API)

Hi there,
I'm developing a website that allows people to register their businesses using my web application and I noticed that yahoo local listing allows you to fetch business information via their Yahoo API (http://developer.yahoo.com/local/) . But I was thinking if there's a way to let users register their business via my web application using their Yahoo API.
I know Yahoo allows you to register your business through this site: http://listings.local.yahoo.com/comp.php. But I wanted users to go to my website and fill up fields then all their info would go to Yahoo's Database or Local Listing through the use of their API.
How would I do that kind of functionality?
