Is the rate limit based on IP or API Key?

My company wants to use the geoplanet service but we are worried about exceeding the rate limit of 50K per day.
If the rate limit is based on IP rather than API key then we can make all our requests on the clients side and not worry about hitting the limit.
This seems to be how Google does it. Does Yahoo! allow this?
