BugReport: GeoPlanet possible utf8 bug

Hello,

Certain characters appear to be getting garbled in the Brazilian geodata (in all languages that I tried, including Portuguese and US+UK English).

For example, woeid 26795164, "Olhos-d'Água" ("Olhos-d'Agua", with an accent on the 'A') appears as "Olhos-d'-gua". This bug is present in several other Places, and in the admin2 field of this Place, but I've thus far only spotted issues with this particular character (LATIN CAPITAL LETTER A WITH ACUTE, codepoint U+00C1).

This also happens when using the Perl Net::GeoPlanet API.

    This looks like a bug. I'll pass this along to our data team for correction in a future release.
