From everything I've read here, and my own (limited) experience I see that Gif images are not supported in the Widget Engine.  So why then does Yahoo use Gifs in the Weather API for the Yahoo Weather logo and the condition images??  I can get around the problem for the logo (which they request that you display if you are using the weather API) by downloading the image and converting it to a png and loading it locally (although this will require rebuilding the widget if they change the logo).  But I have no way of displaying the condition images.  I guess I could download all of them and convert them to png's, read the condition code, and then load the appropriate png locally, but what a pain.
