Yahoo Answer Mobile Application

Hi,
 I am new to this forum. I have few queries
 
1.  Can I create a Yahoo Answer Application for mobile, where user can see all category questions and search specific question.? 
2.  Is the Yahoo Answer API free or do  I need to have any license or pay something to Yahoo?
3.  Is there any API that can also help me to submit question to Yahoo Answer?
