SEO API

Is is possible that one can use Yahoo API to submit websites for SEO dynamically (programaticaly )?

I am trying to find out:

1) If Yahoo provides an API interface to submit websites dynamically (programing interface) to their Search Engine.

2) If #1 is true then is it also possible to retrieve the information which is generated as a result of submitting a website to the search engine?

3) Where can I find this information and get started.

I am totally new to this and I would appreciate if someone can help me here by answering the questions above.
