Could anybody tell me what exactly Placement service whans from me
I set a default currency of advertiser and set order currency too.
but newPlacement method of Placement web-service returns an error.

the error message sounds good if you know that "the value" means "the value of price field of PlacementGuaranteedPriceSettings"
