IRC Client demo requests permissions in a funny way

This is a suggestion to fold the permission request for IRC client into the "one-shot" approval dialog that also asks for notifier permissions and update/activate permissions.

Currently the IRC client shows me the "old style" Permissions Request dialog for allowing the page to "Make IRC connections."

I'm using IRCClient service v1.1.12 and seeing this behavior.
