I assume this is what restricts commercial use currently...

Correct, still no commercial licensing available. I had really been hoping something would get worked out, but the lawyers and business guys are unable to figure it out. :| Nothing imminent on that front.

Can you provide more information on what constitutes commercial licensing? i.e. what does this NOT allow you to do and ALLOW you to do?

Yes, can we please get more clarification on what we can and can't do. I point to the Fantasy Monster App (http://www.fantasymonsterapp.com) available for sell in the iOS store. How do they access Fantasy Yahoo League data? I'd assume using the Yahoo Fantasy API.
